A little hollywood-style magic. There are several pieces of different scale in this photo. I was able to find an angle that actually made the varying scales work together.
The horse and slay is a somewhat larger scale than the ice skaters, but from this angle it simply appears that the skating party is farther away. In a similar vein, the firehouse is a much smaller scale, but again, your eye is fooled into thinking it there is a greater distance between the foreground and the firehouse. The slay actually appears to be on a hill overlooking the scene below.
The parked cars at the structure in the background are yet another scale. Since they are soft and slightly out of focus, it appears they are farther away and blurred by atmospheric haze.
If you combined all these elements together on a flat surface, it would be quite apparent they were out of portion. From this angle, however, the eye is deceived into believing everything is the correct size and simply looks smaller because of perspective.
Lens was the Minolta 28-85mm zoomed to 70mm. Flash was a hand held Minolta AF4000/
